if this is going towards a youtube link, it looks like we need at least 2 more characters to have a full link (which may be an underscore at the beginning or end). videos ive checked have 11 characters in their urls and WcP1 combined with RU197 is 9 characters
also, interesting note, in the first post that had the watch= in the bottom the clear part of the paper ak is holding says help in white if you look close

i played around with underscores and that didnt work gonna try dashes next
also, that might just be a red herring to throw us off of the trail. after all when decoded it says lights out, which doesnt really work with something else in the middle

actually i just got an idea for the lights out code
mgiht be a vignere cipher with either WcP1 or RU197 as the key
ok nvm definitely not vigenere bc the decoder i found aid the cipher text is invalid
well, theres not really anywhere else to go with the codes rn because we dont have evrything we need for the url but ill try messing around a bit more and see
