I was thinking Shogenki asks Loki for either a fire quirk or a musical quirk
I have a scenario for both
For fire, he manages to escape and gets surrounded by heroes and panics, setting the area around him on fire
For the musical one, Loki gives him a violin, and when he plays it he can control people's minds
