He's a jerk, but that doesn't mean you have any right to bully him. The best thing to do is to THREATEN to report (report does nothing) to get him to stop, or unfollow him.
Or just tell him to stop, but being mean about it is just fighting fire with fire, and that doesn't make you a better person.
All I'm doing is going to tell him I'm in following until he changed his attitude. I'm not going to bully a 8 year old.
