I would have illustrated the quirk working but my hand hurts and I have things to do. Basically she can materialize the built up panic and nervousness into chains made up of tension. These chains unravel when the tension is released or she lets go of the panic(usually releases tension by crying if they are overwhelmed). The quirk can be used in several ways, the easiest is by making the chains appear wrapped around something and then pulling the tension tighter and tighter until it crushes the thing it's wrapped around. This however, wouldn’t it be great if you’re just trying to hold something in place, like tying up villains or chaining up door handles so people can’t get in. In order to not crush something delicate, she needs to maintain a sense of calm and focus. Think how when you’re under a lot of pressure during a test and you’re hyperventilating but you pull yourself together enough to read the questions and think logically. She can do one more thing but she has very little control over it.

She could however practice to make it more efficient. Basically she can do a more clanky form of spiderman’s webs. She can shoot out a chain to try and grab something and yank it back. She can also do this to try and swing or pull herself around. The problem is that these are chains and they are not very good for gripping onto things. She also can’t exactly maneuver them like snakes. It's just something to work on.
