well im not ON PURPOSE I mostly use wheel decide for nfcfs adopts. and its just a coincidence if it lands on a "more popular" person Another thing that I do sometimes is I look through somebodys account looking for how "well" their ocs are treated if somebody is constantly abandoning their ocs (never using them) I will most likey not choose that person
