hmmm, i think if you're trying to make somthing glow use whiye or a very light version of the base colour, make it quite transparent and draw around the glowing object, then taking to eraser and going around the edge of the glowing part, if will make it look quite smooth and blended

white* or you could just make a glowing spark instead of the whole eye
