if ya want a honest critique then read the following :)
1. The waist.
As you can see from the picture, the waist/abdomen area is terribly tight. This means your OC (Original Character) is awfully underweight. Not to mention she looks like she is missing her three bottom rib bones. Note to yourself; The waist should be the size of the character's head if you want a average looking human. If your OC is slim/skinny then the waist should be half of the head.
Guidelines can also help you understand where the outlines of the waist sould be.
2. The hair/head (size/shape)
When you look at other people's art, you most likely notice that the hair isn't a solid block. But before I talk about the hair, I'd like to discuss the shape of the head and how it can affect the hair. The shape of the head of any OC should be rounded at the top. Make sure your lineart is more stable. Avoid shakey outlines, for they can tamper with the design, causing the hair to look silly or just down right terrible. Make sure to part the hair in different spaces, so it doesn't look blocky.
3. The placement of the eyes
This will be a shorter paragraph, since you didn't do much wrong. I just hope that in the future you'll be able to draw the eyes (open or closed) Higher on the face of the human/neko.
That's it for what I had to write about. Please do NOT take any of these too seriously! Everyone has room to improve. Even if this takes you a bit longer than you though it would, please be patient with yourself.
Overall, this art deserves a 3/10 from me.
3 is actually a mature number from me, especially since this is your first time! Just make sure to add lighter (pastely) colors for a great OC next time.

I think ill try the improvements on paper first because if i can draw it on paper i can draw it on computer.
Anyone can draw on paper, sweetie. All you need to do on a computer is practice your lines first. Then try to work on sketches. You'll get a hang of it I know you will.

Ok so I'm noy one to judge much but here we go:
1. Her waist is way too small
2. With the affects you dont wanna go too over out like you did here
3. Try to give the hair a little more life to it
4. You need to give the dtawing a theme. This drawing has a lot in it like sunny day, animal girl, special affects. Its too much for the picture
5. Don't spam so much of the affect only put sone where you want it
