Would that really happen though? Of course not. The backlash from that would be insane. I'll tell you what's likely going to happen, and the real reason ISPs were pushing for a repeal.
They want to throttle the big sites (Which some act like monopoly's). Netflix, Youtube, Facebook. Sites that take up way too much bandwidth. They're going to throttle these sites to make people that are currently using shit tier internet (like $20 a month for 3mb/s tier) upgrade to a more average plan. That's all this is. They're not going to start blocking sites, if they started to do that there would be lawsuits. If you already have decent internet there's no reason to freak out instantly, this only affects people who are browsing through their Obamacomputers and on their Obamaphones.
