1. Get a bright color, then make your white. Put the bright color on 0.02 opacity, or less if you want to add more blur.

2. Use your bright color to make a shape, or anything else. Blend it out until it is clear, but still blurred.

3.Add another layer, then take your white and trace around your shape. Don’t put low opacity unless you wan’t it to be a bit more dim.
