hmm.. i'll just talk about how to make hair look more shiney/glossy? do the usual first - base colour, shade(don't be afraid to shade in big areas and have more contrast with the base colour, it builds more structure) look at the shape of the head, the flow of the hair, and where the light is coming from. where you want the highlight to be, put some shading colour there first, then do the shiny lighting things. this way, the highlight will appear brighter. In the area where the hair is connecting with the face, tint it with a bit of skin color to add on to the smoothness. hair colour can be affected by the environment. under the bright sun, add light yellow/white. though it does not always have to be exact, go crazy(not too much) and try to add different tints of colours. in the end, depends on the situation, you could draw some single strands of hair, FOLLOWING THE FLOW, with the same or a lighter colour. i hope I made sense

oh and another cool thing to try is to put on the base colours first. then a shade of colour over the entire character/object, and erase spots to show the lighter areas. its a different way of shading.

I use this cheap (around $80) wacom tablet to draw, it connects to my computer. Requires some hand-eye coordination. Before I got it I just used my fingers on the computer's touch screen. If ur Chromebook does not have touch screen... then u should consider getting a tablet for ur Chromebook (as a Christmas gift or something) cause using a mouse to draw will be pure agony.
