I know some good art programs (all are free)
Krita is amazing, but I use firealpaca which is less powerful but works just as well
Blender is really powerful (and can be used for 2d animation, 3d modelling, rigging, and animation) but the interface is confusing.
Pencil 2d is pretty basic but good for beginner animators
