LinkI'll be doing a full PSA about suicide in a second, but basically, goading someone into suicide by telling them to do it, at most, is manslaughter.
It is not attempted murder.

LinkMurder is when you go out and kill someone on purpose.
If you kill spomkeone by accident, like by beating them up so hard it kills them, but there is not any evidence of intent to kill, then it is manslaughter.
If you kill someone by doing something that was not meant to harm them, like pushing a cart that ends up knocking them onto the ground and making them bash their skull in just the right way to kill them, t6hat is involuntary manslaughter.

LinkTelling someone to kill them self over the internet is not illegal in most places. There are anti-hate speech laws in some places, and anti-cyberbullying laws in others, but mostly, it isn't illegal.
Telling someone to kill themselves and then they do it, at worst, is manslaughter, since you don't know whether they will or not.
But, the only way to know if they were the cause is for the "victim" to leave a note saying so.
So if they person doesn't leave a note, there is no evidence it was that, so then you're innocent.
If they did leave a note, there is no evidence that there was real intent, it could be sarcasm that didn't translate. so then, involuntary manslautgher.

LinkAs I have said, time and again, suicide is caused by depression and suicidal ideation. that is, not feeling happy and feeling you'll never be happy again, and obsession with the idea of suicide.
A little bit of bullying won't make someone suddenly suicidal. It would take major, MAJOR, harassment and trauma to do that. And that isn't something that can happen when you can stop the problem by leaving the tab.
