Gusteon evolves when an eevee has a strong friendship with its trainer, and has learned acrobatics (usually with a TM thing). its light, balloon like body allows it to gain height on its opponents.
at times, high gusts of wind will blow these creatures away, so they find themselves in groups, often making a big fluffy cloud looking thing in the sky.

The fluffy cloud pokemon
Gusteon evolves when an eevee has established a strong bond with its trainer, as well as learning a flying move. This flying move is usually taught with a TM, however the pokemon will not be able to use the move until it had evolved.
These pokemon are friendly and sociable, yet territorial. Winds can easily blow them away so they attach to eachother by their tails as to not get blown away from their friends. Whom they depend on, so it's best to never keep this pokemon alone.
They're very light mammals, or at least light enough to be taken away by the wind, however they're also too heavy to be picked up by a human. (Clouds are heavy)
Their ears can pick up changes in the air, and they can sense a storm days before it actually happens.
also, I'm really sorry for not doing the custom for you, I lost my pen just when I had an idea of what to draw :'D
