I mean, yeah you can only do so much with designs before it gets bad but honestly

while he looks, erm, different from the rest of your OCs, he also doesn't have anything standing out from the rest either. Your OCs don't have a lot of things that actually stand out from each other, making them fairly bland, and Rain is almost the same way. The only thing that makes him slightly stand out is his rainbow hair and tails, which make him look like he's from a Gatcha life thing. Idk if he is or not, but still. But other than that, not very creative. I saw that your friend made him, so I'm not gonna blame you for this.
They have very basic colors and not a lot of designs in them. I get that some users don't like heavily designed OCs and that's understandable, but when they're all very basic and bland, it gets boring. Rain doesn't have a lot going for him.

I'd rate Rain a 8/10. Design is a tiny bit plain, but overall a good character and adorable ^^
