Tokage was a scientist trying to help an iguana who lost its limb. He created a chemical that was supposed to help it, but he accidently spilt it on himself making him become part iguana. He ran off, too scared and embarrassed to explain. But hey, presumably, if he put it on the iguana it should of worked; he didn't though since he was both careless and clumsy.
