Yes, there is debate, but it seems pretty obvious that they have evil intentions. @JadetheMeow, while I kind of agree with you, Chara is in control of the player’s sequences (see https://undertale.fandom.com/wiki/Chara) but only reveals themself at the end of the genocide route in UnderTale. Dusttale is a lot different though, as Chara has an “evil form” and is almost definitely the antagonist of the game.
