Starr is like, a rain spirit, but in a more solid form. Her hands are hidden under the cloth/poncho thing she wears. Also, her scarf is claw-like and tends to act as arms and hands, so she technically has four hands/arms. She's gotten blown away by the wind once or twice when she wasn't holding on to something on a particularly windy day XD, she knows how to use light wind and breezes to float around tho
