Most are born, like him but some are originally human. but if you mean like how do they do what they're given some do it from afar, in person or both like Karma.

the chaos god come from the warp ( a plain of existence created and powered by powerful emotions of sentient lifeforms ) so as long as theres sentient living organisms they will exist.
the warp is the source of power for the chaos gods, they represent different emotions
depending on the duties of the God it varies.
for karma they can't like..read minds or know your next move. shit like that.
yes and they do get reincarnated.
but its not easy to kill a god. obviously.
