I think things get featured because of they're quality, but this tends to lead people to believe what you believe, that it's about popularity, but the only reason is because most of the people who are popular here are, well better than the unpopular ones. But that doesn't mean only good art comes form popular people, Why do you think lots of anims that are featured? It definitely isn't because they're popular. I think flipanim just picks the anims he likes and puts em up there, it's not all that complicated
You get featured because your animation impressed flipanim (probably). You get popular because people enjoy your art. Total coincidence those two happen to coincide

There’s kinda a formula to getting featured I’ve noticed
- complex animation isn’t preferred and some sort of animation at all is required
- it needs to be heavily polished (in shading or lining or some factor)
- there generally needs to be something that will catch the attention of FlipAnim. Aka, a fancy thumbnail with catch flipanim’s attention more.
