ok so she's a bit over powered but you could limit it to make it a bit more fair maybe keeping mind control but getting headaches could work, and illusion, which means she would have more brain powers and be less of an op character

minus the leg pain (cuz that doesn't make sense to me) and yeah the back lashes are good it needs to be more balanced so try to even out here powers, like maybe a time limit of use? maybe 30-40 minutes?

oki good start telekinesis could depend on how big of an object she's holding, sort of like Uraraka, but with a different backlash of headache for the mind control, she'd have to focus and concentrate, but it gives he a headache too idk about the dye eye though XD

well yeah :0 so she's like Shinsou's and Uraraka's love child (but they have 0 romantic attraction from what I can tell XD)

oh right! that could be because of too much blood running through her head same thing happens when people get overly flustered

so overly focusing, causing bloody noses and banging headaches, focus is a good key so she's have to have no distractions to throw her off in order to fully function so in a tight situation it might be harder so she's have to learn how to be in control and to focus on one thing (or more depending on what she's doing)

for the mind control, Shinsou has to talk to someone to use his, but because she has the ability to just get someone, they need to have an open mind, otherwise she'd have to fight there self conscious to get a hold of them she'd be fighting them from inside which would build up on the headaches, but they would also get a headache from fighting someone in their head

so this means she would have to teleport to a surface, so if she wanted to teleport into the air she couldn't because there are no surfaces for sound to bounce off of if she can hear them or feel the vibrations she can teleport to them, but only with in 24 hours of each teleportation because teleportation is a bit tricky with matter, doing it too stressful on her body and it could kill her, possibly ripping her in half (being logical here) so even if she wanted to, it's her body's self defense to not teleport too soon otherwise she's die LOGIC TELEPORTATION CAN KILL YOU!

yeah :D some quirks have similarities but that doesn't mean they are related, just means they're cool and have similar cool things :3 the teleportation could also be a bit stressful on her body if she takes anyone with her, holding them closer to her center, letting the teleportation take anything within her body area (places and random objects don't count, but if she's holding it then yes)
