What I do: after you do the black line art, copy and past it onto the layers. the bottom layer: use the fill tool on the line art a few times to make the white outline and fill the bg with any color the middle layer: Fill in the art, like where you would color, with any random color. After the whole character is colored, use the led pencil-looking tool that only draws on color to color over the black lines. This layer is where you do the actual designing the top layer: This layer you leave alone. When you want to show the full design without this layer visible, make another frame and erase this layer. Don't delete or make this layer invisible bc that effects the layer for every frame
