LinkHair: can be whatever! The color of the hair is usually a sea/water-like color, like blues, greens, sometimes purples or browns. Colors like black and white are also possible. They wear their hair however they want, but there do seem to be three different groupings of common styles: cut short to make swimming faster and easier, long with a lot of intricate braiding and styling to make a statement, and long that's styled up to be out of the way without having to cut it. But you can do whatever you want!

LinkClothes: made of natural fibers like cotton, etc. Since they can go on land acquiring these materials isn't hard. They also have some materials made from things found undersea. Feel free to experiment with the materials your character's clothes are. Their clothes are designed to reduce drag while swimming too much while still being warm. There aren't any gender stereotypes, a man wearing a dress is accepted and even possibly expected in some areas. Their style often revolves around layering and bright/light colors because their surroundings are often dark. For a style comparison mori kei would be a good reference.
Of course, you can do whatever you want because it's your character, I'm just giving some points of reference :)
