His name is Jyushimatsu from this anime called Osomatsu-san!
I would recommend the 2016 anime, but it's not necessarily family-friendly.
But there's the 60s and 80s version that is family-friendly l, and it goes by the name "Osomatsu-Kun".
There's no specific channel, but you can watch it on Crunchyroll or Peacock (for the 2016 and 80s version)
However the 60s version of the anime is on YouTube, but there's only 2 episodes that are subbed.
Again, just to warn you, the 2016 version is quite vulgar and has some inappropriate moments, so try not to watch that.
