Noah didn't have the wings and tail before. and he had a big bro. (name still deciding), and the big bro SeCrEtLy WoRkEd FoR tHe GoVeRnMeNt, and was hired to kidnap Noah (yes I typed it right). Noah was in an uhh a lab I guess when he was 15 and was expirimented on, where he got the wings and tail.His right hand on the ref image has a writing saying "Project 63".
