So after Bluemoon kills two of Thorntail's pups (One got away and the other pretends to be dead) she quickly goes after Frost who's stunned in the corner. Thorntail is unable to do anything as he panics, trying to protect his pups who're slowly bleeding out next to him. Once he looks up, he sees Frost on the ground also bleeding out. He's able to disarm Bluemoon temporarily, but obviously it's not enough. In his last moment of grief, he wraps his tail around Frost and comforts her as she coughs up blood. She looks up to him and caresses his arm as she whispers her final words "I don't blame you."

These last words actually mean a lot to Thorntail. He blames himself a lot for all the events that're taking place, and he only begins looking down on himself when he decides to settle down. He talks about blaming himself for the deaths of many, and how he regrets a lot of the decisions he's made, but although Frost never understood any of what he did and why, she supported him, and loved him no matter what. Although he was determined to change during the last moments of his life, he still ends up being the same vengeful wolf in death.
