are they like in some bikini bottom kind of place or they can breathe air? or both?
its like beastars but underwater ! they can breathe out of water but only for limited amounts of time (like 24 max for those who actively practice breathing out of water, average is like 14 hours)
also their skin can get really dry so on land theres sea creature-specific pools in public places near the coast and buses filled with water (reverse submarines if you will)
