It means FlipAnim noticed your animation and he liked it. If your gets featured, you can see it at the top of the screen by chance

When @Flipanim finds an anim he likes (most likely on popular), he might feature it in the bar of featured anims above. Being featured is like winning a gold ribbon that you put on said art piece.

I'm sure it's based off of how many likes a minute an anim gets. or if it's an expected anim, it can get featured as soon as it's posted. i dunno that's what I think :/
