Bro didn't like mortals so he stole Goku's body and stayed on earth to torment only humans despite not only having a time ring, but easily being able to survive the vacuum of space via fusion. He chooses to stay on Earth for some reason instead of actually carrying out his plan of killing all mortals by simply blowing up earth which he could easily do.

Only good villain was Frieza, he had character, he made things truly tense, he had a motive, he made sense.
