There should be a suspending system depending on what the consequences are
Suspension for 24 hours
If you've been suspended over 5 times you'll lead to a week of suspension

5 times before suspension sounds like a lot, it should be:
First suspension : 24 hours
Second suspension : 7 days
Third suspension : Perma ban
