He is "Death Lizard" in Japanese Kaiju thing. He can use his stars to project beams.

It has a lizard form and a destruction form, this is the destruction form. The lizard form is just a normal flying lizard with some of its destruction forms less powerfull features, such as the spike tail, it does have the blue stars to but can't make the beam.
