I think white could be considered a neon color. I mean, the definition of neon (the color, apparently there's a neon gas?) is: Neon colors are bright colors that appear to glow with intensity. Well, PURE white is pretty bright, and if you look closely it does kinda look like it's "glowing"? Idk
