cuz... Starvation of any type is illegal, it's abuse and neglect... Feeding a child only bread and water when other foods are available is also illegal - in other words if the child is picky and only wants bread and water, there isn't much you can, but as a parent you'd at least be responsible to provide other nutrients to make up for what their diet is lacking, like vitamins..... Only time a child could be expected to buy their own clothes is when they are of age to do so or if they want something that is not a necessity, like a designer dress for instance. It's a parents responsibilty to provide a child with all necessities and proper nutrition, if the parent is unable to do so, then it's their responsibility to seek out any help they may need, food stamps, welfare, etc..
