This also goes along for spammers or people who advertise, and with advertisers, I also hopighly recommend calmly telling the person that what they do can be annoying to certain people and politely ask them to stop.

It’s hard once they start commenting on every single one of your posts and attacking your friends though
In that's case, I recommend reporting the comments and animations (and still trying to delete their comments), but PLEASE make sure you contact FlipAnim. You can use the little "Feedback? Suggestions? Contact me!", at the bottom right. Make sure you include your contacts (Email, deviantart, etc) and explain what has been happening.
