Ok so colour the paper/object in the fur colour, then make a slightly lighter/darker variation of the fur colour. Use the Pencil tool and the thickest line. Start drawing lines like its shown in the anim.

Also one more thing

Ua its an object make the outlines the same colour as the fur on the inside.
