LinkI like to think I'm a vaguely decent artist, I'm not great but I can draw kind of okay.
My advice is, learn to draw. Like, draw apples to get used to drawing stuff onto the page. Learn to draw people so you can ge proportions down.
Learn to draw normal stuff.
Then, use that knowledge to draw creepy stuff. Take theordinary and twist it. Change the proportions and move stuff around.
As my normal art gets better, my understanding of how to make things creepy also improves, and vice versa.
Learn the rules before you break them.
It's the same in music.

This sounds harsh, but it's true. Focus on realistic proportions first, then change it.
You can't simplify if you don't know what is unnecessary to a character. You can't draw creepy unless you understand what normal looks like.
