This is pretty cool. I have found tho if you want a very vibrant neon effect do this (yeah, its tutorial time) Step 1: Make your background black. Step 2: Draw or write whatever you want in WHITE. (very important) Step 3: Take your white text, and copy it. Then, make a layer and drag it below the white text. Then, paste your white text. You will have two layers of the same text. Step 4: Using the thick marker, making the second layer (below the first) any color you want. Step 5: Using the bucket tool, make the colored lines thicker. Congrats, you have a decent neon effect.
