so this is what I do when I make my anims: I make a layer and do the lineart first. Next, I go to the layer called "paper" and put a background color. Then I make another layer on top of everything and put highlights and shadows in a low opacity (highlights--white, low opacity, shadows, black, low opacity. As low as you can make it without it having no opacity!). Then underneath the whole thing, on a third layer, I choose the main color and on the largest size I messily color it in. Next, I erase the parts of color outside of the lines, and using the orange marker tool, I color in the details on the layer. And then, I choose a darker shade of the main color, and on the outline layer, I color in the outline using the orange marker tool on the biggest seting. Finally, on the "Paper" layer, I add a shadow underneath the character with a low opacity black pencil tool. And that's how I make my characters!
