No, it will just become much harder to access certain sites if ISPs slow them down. Nothing would actually shut down, that’s just misinformed fearmongering\ spread by people who want people to care about net neutrality more than they already do.
I think it's more kids hearing a bit about it, then jumping to dumb conclusions because they're kids, and thus over-dramatic.
