draw the outline of the character in whatever color you want. then, choose a lighter version of that same color and add it to the inside of the base lines. after that just change the opacity of the brush and draw around it until your happy with the glow, then, done! i really hope that made sense

If you go into the custom color menu there is a slider under the colors. That changes the opacity
