Outlines make things look better, but don't make a blob and outline it, draw the outline and put the color in it using the paint bucket tool

It depends on the artist or the artstyle. You can’t simply just say “Please draw with outlines” and expect them to follow it. (I mean you didn’t say that but) theres art called lineless art, or slobby art and it might be cool to different people. Not all people have the same tastes as you.
