I use Autodesk Sketchbook Pro for drawing all the pieces, then I transfer it into Live2D where I can then work on the animation for the facetracking!!

there's a free trial for fourty days!! I bought the 1 year plan [about 90 dollars] since my school reimbursed it for me. As long as you know how to layer different pieces of the model so they're all different parts, you should be able to just follow a tutorial. I think it gives enough time to make one in about a month.
