I'll just repeat what the tutorial said- Draw the lineart, then copy and paste the lineart on a new layer color that layer neon, do basically that again but instead a different neon color, (MAKE SURE THE ORIGINAL LINEART STAYS ON TOP OF THE COLORED ONES!) move one of the colored ones to the right the other to the left, then draw lines with those colors around the drawing!
