Giving details for the first question. Due to the death of asgore undyne had become more harsh and ruthless, tbh she was abusive (mentally) towards her subordinates, mostly papyrus for he was too weak in her eyes now (she just thought of him as kind and friendly not weak as in the game but that had changed to viewing him as weak due to that), she pushed him more and more till he’d try to no longer be merciful, yk her rule right? If a human falls they must be killed. Once another human fell after frisk and let out of the ruins and greeted sans (who hasn’t gone through his head being yk), sans had no idea what was happening with papyrus so he couldn’t warn the human. (Yk after we meet sans we meet papyrus right after, the human doesn’t this time, the human got to meet him in Snowdin right when you battle him in the game) he had killed a human and gained undynes respect for no longe being so weak in her eyes, due to this he was now entered in as the royal guards captain.
