Why is that a problem?

Like I understand why they don't allow foxes to have owners there

Noo.... because of rabies and because foxes are wild animals

were not talking about dholes but yes I know that bears are wild animals but the main thing here are foxes

But maybe they have a bigger reason for why foxes cannot be pets like bears
