Well You make a base and then animate other bases to make it look like the meme movement Then you out line the character, Shade, Etc. then you make another Frame and draw a backround go back to the outlined character and add a white border to it delete your base frames. Copy and paste your character onto the backround you made Boom that's how I did it.
