okay lemme type i'ma try to explain the best i can on how i do that neon thing

okay so first you get your two neon colors for example: neon green and red next: you use one of those neon colors to draw something (anything is fine just as long as you have something drawn) then: copy and paste that drawing on two layers after that using the tool that only colors in the lines color the first layer of the drawing with the other neon color then slightly move that drawing you just colored with the tool thing to the left or right and b o o m
