LinkAlright. So I get it, the tribes are all awesome, and you want a character that envelops all of them! Yay! Your passion is good!
But understand this, Hybrids are rare! In the books, it is culturally wrong, and, even when it does occur, they aren't overly powerful. They tend to be stunted (Like Sunny), or more like one specific tribe (Darkstalker, Albatross, Peacemaker). THEY DO NOT TAKE THE BEST ATTRIBUTES OF BOTH PARENTS. A nightwing/rainwing shouldn't read minds, tell the future, and change colors and have venom. It is overpowered and not seen in the books.
ALSO a dragon would certainly not have several tribes. If a rainwing/icewing/hivewing/nightwing were to exist, it would only be a quarter of all these tribes. It would have distinct traits of only a couple, not take the unique traits of them all.
Culturally and genetically these overpowered hybrids would be INCREDIBLY rare, and thus, shouldn't be your go-to factors of making an oc interesting. Use personality and distinct factors within the tribe.

I have a skywing/nightwing hybrid, she not overly powered. The only this she has from the nightwings is a weak ability to somewhat predict how things will plane out, but it doesnt usually work, and yes she does have fire breath, but the skywing trait she has is speed in the air and shes a decent fighter. Shes practically just a smart skywing.
I'm not hating on hybrids, I'm just saying some of the ones out there are absurd. That one works; she doesn't take complete sets of power from both tribes. That works. I quite like the sound of her, actually ^v^
Shes pretty cool until you meet her, she often takes jobs to steal eggs and jewels, and shes kinda mean. She doesnt stand with any alliance, she kind of a freelancer.
