"You've been dealt a losing hand." In cards, which is what Lancer, the kings, Clover, the Hathys and the Rudinns are, there is a term called a "hand". This is the collection of cards you are currently holding. So by saying you were dealt a losing a hand, the king is saying you were doomed from the beginning, or since the cards were dealt.
