Is an insult. In america, to my knowledge, it was one of those words that was just a euphemism for gay. But over here In the UK, it was an insult. Like calling someone a faggot. Recently it's more of a light insult, like fudgepacker. It's dumb, but not something you'd call someone you don't know. So when you Yanks say queer when you mean LGBT+, it's like if I called all gay men fudgepackers or all lesbians dykes. It's not good.
