took me a while to design, just didn't know what kind of feel i wanted for it

all i thought for this was, oh, maybe this would be an interesting character (at least in my eyes) so i started thinking about a bunch of things like what kind of chakra nature he would use, and how he can pull off the whole changing eyes from blue to red thing idk i thought it was cool =P
